Ensuring material quality is a prerequisite for guaranteeing the quality of purification projects. To ensure the quality of purification projects, the following measures are adopted in material procurement and material control:
1. The selection and confirmation of all materials and equipment must comply with the design requirements for the purification project and be approved by the on-site representatives.
2. For materials supplied by the vendor designated by Party A, the construction supervisor shall first submit a material requisition, which will then be compiled and reviewed by the project management team before placing the order. Upon arrival of the materials at the site, they shall be inspected and accepted by the quality assurance officer of the project management team and personnel from the materials department. Materials lacking a product qualification certificate or found to be of substandard quality shall not be accepted, and the project management team shall notify the owner in writing. We must strictly prevent substandard materials from being used in the purification project.
3. Adhere to the principles of ensuring product quality and quantity, timely delivery, and cost-effectiveness when selecting suppliers from among those already evaluated and approved as qualified. After selecting a supplier, first provide product samples to the owner and the supervisory unit, along with certificates of conformity and inspection reports. Only after obtaining the owner’s approval may you proceed with placing the order.
4. The company’s assessment of suppliers shall be conducted in accordance with the requirements of QG/YAⅡ-02-99-06.1-B2, “Procurement Procedures for Materials.” Based on the category, importance, and quantity of the materials to be procured, one or more of the following criteria shall be evaluated: the supplier’s production capacity and management level, quality assurance system, performance of products when used by our company or other entities, capability to ensure quality for special or new products, and overall quality status. Suppliers that pass the assessment will be included in the company’s list of approved suppliers and will undergo periodic re-evaluation. Only after passing these re-evaluations may they be selected when purchasing relevant materials. Suppliers found to have serious quality issues affecting the quality of purification projects; whose material certificates and qualification certificates do not match the actual products; whose products fail to meet intended functional requirements; or whose product appearance and geometric dimensions do not conform to usage standards or are otherwise deemed unsuitable, will be removed from the supplier directory.
5. After the arrival of purification engineering materials, inspection personnel shall verify the materials’ material specifications, appearance quality, and quantity according to relevant standards. If there are any doubts or missing items on the material certificates, samples must be taken and retested at the company’s central testing laboratory. Only materials that pass the retest may be stored in the warehouse. Once the verification is passed, the relevant department shall submit the quality certification documents to the site document clerk for compilation and archiving. Materials with incomplete documentation or those that fail inspection shall not be allowed onto the site under any circumstances.
6. All materials and equipment purchased by either the construction entity or the contracting entity for the purification project shall, upon arrival at the site, be stored in the on-site material warehouse and equipment warehouse. Relevant personnel from the business and supervision companies shall then be notified to conduct an initial inspection at the warehouses. After the owner’s representative or the supervisor signs their comments, the items may be admitted into the warehouse and properly stored. Thorough records of unpacking equipment and materials shall be maintained, and factory technical documentation and product certificates shall be promptly collected.
7. Materials that have not been inspected or have failed inspection shall be immediately removed from the site to prevent their improper use in the purification project.
